Alice Springs, Darwin - Consultancy - Evaluation of the CatholicCare NT Perpetrator Intervention Service and Tangentyere Council Aboriginal Corporation Men's Behaviour Change Programs

The Department of Territory Families and Housing and Communities (TFHC) seek a Consultant to assess and evaluate the Tangentyere Council Aboriginal Corporation and CatholicCare NT Men's Behaviour Change Programs (MBCPs) to understand whether, and how well, the two MBCPs are achieving better outcomes for men and safety for women and children at risk of or experiencing domestic and family violence (DFV) through changing men’s violent behaviour.

The two MBCPs are to be evaluated separately regarding their relevance, effectiveness, correlation to best practice and impact, with an overarching assessment of both MBCPs within the context of the broader DFV service system in the Northern Territory (NT), noting that the two services use different Program content and operate in different Regions.

The Consultant is required to deliver:

1. a final detailed project plan accepted by the Principal, including:

a. an ethics approval plan (particularly focused on the planned interactions with clients and partners of MBCPs and/or their personal information);

b. how the project scope and phases will be delivered within the timeframe including contingency plans to manage delays or unavailability of the Consultant;

c. a stakeholder engagement plan;

d. evaluation questions based on the project requirements;

2.  a short performance narrative and data report outlining the findings of data analysis to identify whether the desired outcomes are being achieved through the MBCP’s, including any findings that can support ongoing quality improvement of data collections; and

3. a draft Final Report presenting the findings of the strengths, shortcomings and gaps of the MBCPs including costed and practical recommendations for continuous quality improvement. The draft Final Report will provide separate reports for each Program with overarching key findings in regard to MBCP in the NT; and

4. a Final Report further incorporating feedback on the draft Final Report.

The Project is to be completed within 20 weeks of commencement. The Project is deemed to have commenced following the commencement meeting. The Project is deemed to be complete on acceptance of the final report by the Principal, including obtaining all relevant approvals.
