ARGN1258 Flood Event Rural Arterial Emergency - Feb 2026 Flooding - Pavement Rehabilitation - Newcastle Waters Access Road - CH2.50 to CH3.00

Full restoration of pavement condition to ensure safe and roadworthy access undertaking pavement repair, reclamation, surface protection, and resealing to maintain durability under future weather impacts.
These activities form part of the Immediate Reinstatement Works (IRW) program to restore trafficability and ensure road-user safety following extensive flood damage under Event 1258 - Barkly Region - National Highways Emergency/IRW.

SCOPE OF WORKS:
The scope includes, but is not limited to:
Pavement Repairs:
Nominal 50mm loose top-up Type 2 Natural Gravel or Fine Crushed Rock shall be incorporated for pavement shape correction. A 7-day Unconfined Compressive Strength (UCS) test result may be utilised to determine the required cement stabilisation dosage. All process control and conformance testing shall be appropriately programmed and coordinated to ensure construction activities are not delayed or impeded.

Pavement Reclaim:
1. Undertake full-width pavement rehabilitation works across the 10m floodway section between existing margins.
2. Pulverise, mix and moisture condition the existing pavement incorporating 50mm loose top-up Type 2 Natural Gravel or Fine Crushed Rock with cement modification at a nominated application rate of 6kg/m2 to a compacted depth of 200mm.
3, Compact the reconstructed base course layer to a minimum of 98% MMDD, within ±1% OMC.
4. Finished pavement crossfalls shall conform to the requirements of Standard Drawings CS3003 and CS3610.

Spray Sealing Works:
1. Spray sealing works shall achieve the specified overall sealed pavement width.
• Prime coat @ lL/m2
• Two coat @ 2L/m2
• Precoat applied to aggregates @ 2L/m2
2. Following completion of the cement modified pavement reconstruction works, the treated
pavement shall be allowed to cure for a minimum period of 24 hours prior to sealing.
3, Apply an AMC5-AMC6 primer seal incorporating 14,7mm pre-coated aggregate at a nominal
SIDE binder application rate of 1.6L/m2.
4. Traffic management staging shall ensure only one traffic iane is spray sealed at any given time to maintain controlled shuttle-flow traffic operations where applicable,
5. Where adjacent pavement remains unsealed, the trafficked gravel surface shall be maintained a minimum of 50mm above the sealed surface level to ensure limited final surface damage.
