Core Operations Metering Services uses a system called Multi-Vendor Reading System (MVRS) used for the collection, storage and publishing of water and electricity meter readings for its basic meter population. MVRS reached end of life (31 December 2021) and needs to be replaced urgently. PWC has set up extended support until December 2022 for minor faults; accessories for Hand Held Device, codes etc. are no longer available, hand held are old devices now, modern day collection on new systems utilise smart phones.                              

A major fault on the MVRS could potentially lead to a major issue in the collection of data for revenue collection. The current MVRS system is old and as with many other IT applications suppliers no longer support older applications hence you often here the phrase 'end of life'.

The MVRS system is used to transfer route sequence data (containing meters, addresses, locations, warnings and hazards) to a handheld device, that device is used to enter reads by a contractor visiting the meter.  When a sequence is completed, the device is then uploaded into MVRS, and then uploaded to Gentrack’s Retail Management System (RMS) for billing processing and checks.  (The MVRS system is used to collect over 800,000 reads annually). Meters are read monthly and quarterly, and the data is processed through MVRS for billing to bring in revenue to PWC.

PWC has a policy of installing smart meters for all new, replacement and upgrading of electricity meters totaling approximately 3,600 smart meter installations per year.  PWC also have a regulatory requirement to install 25,000 smart meters during the current regulatory period (June 2024). These requirements will see a declining number of electricity meters needing to be physically read.

a)     A suitable cloud, on-premise or hybrid licensed software solution 

b)     Software licenses and/or subscriptions for the solution, including those for the development, staging, testing and other environments

e)     Implementation of a fit for purpose system

f)      Data Migration of data from existing systems 

g)     Delivery of on-site and online training

h)     Provision of online and offline training material

i)      Delivery of on-site targeted training 

j)      System Administrator manual

k)      Service Level Agreement for ongoing support
