Darwin - Consultancy - Provision of a Life Cycle Comparative Study of Waste Water Treatment Options and Advice in the Assessment of Construction Tender Submissions
The Department of the Chief Minister requires a suitably qualified consultant to review the existing sewage treatment system, including all current reports and information to determine replace / remediate / reinstate options
i. The consultant is to undertake a desktop assessment and literature review of existing and contemporary (low cost, low energy) treatment enhancement technologies employed within Australia and internationally, identifying:
a. technology type and concept;
b. capital and operating cost in this context;
c. transferability of the technology to this site specifically but also to the Jabiru wet-dry tropics context generally;
d. ongoing operational requirements for the technology;
e. treatment performance; and
f. risks to implementation in Jabiru (e.g. plant logistics, availability of spares, technical personnel requirements, etc.)
g. ensuring regulatory compliance with the Department of Health and the Department of Environment and Natural Resources.
Note: Any proposed system will need to integrate/connect to the existing sewerage network, produce water of a quality suitable for release/re-use. The system will provide for a replacement / refurbishment of the irrigation system.
ii. Shortlist at least three recommended technologies for further investigation, providing justification for the selection inclusive of precedent of use: project name, authority, operational age and authority contact.
iii. Develop planning level concept designs for the shortlisted technologies at this location, identifying capital, inputs/waste streams if any and operational costs.
a. This is to include site and ongoing land use options, for example plantation timber.
iv. Through the development of a multi-criteria assessment provide a recommendation as to the most suitable system and applicable staging requirements for the recommended system.
v. Identify timeframes for decommissioning and commissioning of existing and recommended system/s.
vi. The final report is to include all research and back ground information, together with any assumptions, metrics, weightings and analytics.
The Consultant will be required to act as the technical advisor during the assessment of potential contractor tenders by providing peer review of submission against project outcomes and objectives identified in the system comparison report.
