Consultancy - Governance Review of the NT Power System Controller and Market Operator

The Department of Industry, Tourism and Trade seek a consultant to undertake desktop assessment and stakeholder engagement to enable the provision of advice and recommendations on the governance, accountability, roles and responsibilities of System Control and Market Operator services and functions in relation to achieving an agile, future focused electricity system. The future focussed system will be capable of delivering Government’s 50 percent renewables target, while maintaining secure, reliable and least cost electricity for consumers and taxpayers (the future system objective).

The Contractor is required to review and provide insights and recommendations in relation to:
·   the current legal and governance structures and parameters within which System Control operates;
·   practical alternative organisational or governance structures that will better achieve the future system objective;
·   identify and define the System Control roles and responsibilities, in particular with reference to the interaction with the roles assigned to it and to the network provider under the Northern Territory (NT) National Electricity Rules (refer to the defined term “NTESMO” (Northern Territory Electricity System and Market Operator) which captures System Control’s current performance of system control and market operator functions);
·   assess the potential conflicts (whether real or perceived) of Power Water Corporation undertaking the function of system controller and market operator in addition to its other business lines, and the impact on private sector investment and the future system objective;
·   NT electricity market participants’ views/perception of the effectiveness and outcomes of the NT wholesale electricity market as it relates to the role/function of System Control;
·   the extent to which economic factors must be considered when exercising powers under or making decisions in relation to the System Control Technical Code, including:
·   the suitability of current arrangements, and recommendations of alternate options, relating to requirements for transparency and accountability of decision-making processes under the System Control Technical Code;
·   insights into how competing factors are currently balanced in decision-making by System Control;
·  the oversight and accountability of System Control, including the mechanisms that allow the external parties involved in governance, or regulation, to hold the system or market operator accountable for its performance.
