Consultancy - Viability Assessment and Strategic Design of a Digital Precinct in the Northern Territory
The Northern Territory (NT) Government is seeking a suitably experienced consultant to undertake a two phased approach to assess the viability of a digital precinct in the NT and (if appropriate) develop a strategic vision and conceptual designs for the creation of a digital precinct.
Phase 1: Project Viability Assessment and Stakeholder Engagement
1. Within the stated context, propose options for the makeup and design of a digital precinct including:
- preferred physical location
- opportunities for co-location with other bodies such as data centres commercial centre
- nature of entities targeted for occupation
- physical infrastructure required
- regulatory settings
- Government and other incentives
2. Identify and consult with industry, business and research partners needed for success
3. Provide a written report of findings
Phase 2: Digital Precinct Design and Analysis
With acceptance of the Phase 1 report, the Consultant may be required by the Principal to complete Phase 2 of the Project. If required, the Consultant will:
1. Develop a compelling strategic vision for the creation of a Digital Precinct in the NT
2. Provide analysis and assessment of potential economic benefits of creating a Digital Precinct, including:
a. Economic drivers including analysis of investments that may be attracted to the NT
b. Description of the key capabilities and factors that contribute to the success of digital precincts based on evidence from other jurisdictions (including international examples where appropriate)
c. Analysis of the NT’s degree of reliance on national or global digital players, and the role the local ICT industry can play
3. Outline potential risks of investing in a Digital Precinct, including recommendations on whether to proceed with investment
4. Deliver a high level conceptual design for a Digital Precinct.
5. Develop measures to evaluate the success of the initiative.
The strategic vision should provide sufficient information for the NT Government to decide how best to proceed with the creation of a Digital Precinct as recommended by the Territory Economic Reconstruction Commission (TERC). The high level conceptual design will inform a further body of work to prepare a detailed master plan for the precinct.
The contract is expected to be delivered within 16 weeks.
