Darwin - Consultancy - Development and Implementation of Regulatory Risk Management and Quality Management Controls for a Period of 12 Months

The Department of Industry, Tourism and Trade through Petroleum Operations is seeking an experienced and suitably qualified risk management and quality assurance Consultant with extensive experience and success in business process design and business process improvement – including in the Oil and Gas Sectors, and in the design and implementation of regulatory architecture to deliver on statutory, regulatory and risk management objectives, to deliver the following five (5) milestones:

• Milestone 1: Finalise and deliver a detailed Project Plan which must be Accepted/Approved by the Principal;
• Milestone 2: Develop and embed a suite of comprehensive regulatory Process Maps (inclusive of sub-process, procedures, work instructions and templates) for regulatory assessment, decisions and compliance monitoring for all processes associated with the regulation of well operations, pipeline management, asset integrity management and petroleum field management (noting that the detail of future asset management and field management regulations are anticipated to be available from September 2022);
• Milestone 3: Design, develop and embed a Petroleum Operations Regulatory Process Improvement Framework (inclusive of processes and procedures) to underpin both regulatory (and technical) process improvements, as well as improvements to related administrative processes;
• Milestone 4: Design, develop and embed an integrated Management of Change Framework for the management of deviations to approved regulatory processes/procedures/standards; and
• Milestone 5: Design, develop, test and embed a Document Control framework, procedures and templates.

Milestone acceptance criteria will be required to be included in the draft Project Plan provided in response to the RFT.
