Darwin - Consultancy - Economic, Commercial and Financial Advice for the Remote Power System Strategy for a Period of 24 Months

The Department of Industry, Tourism and Trade (DITT) through the Office of Sustainable Energy (OSE) is seeking a suitably qualified consultant to provide expert economic, commercial and financial advice to inform planning and implementation activities for the Government’s Remote Power System Strategy (RPSS) aimed at achieving an aggregate 70% renewables penetration across 72 Indigenous communities by 2030.

Ideally the consultant will have extensive experience and expertise in preparing renewable energy project business cases and in structuring public-private partnership arrangements and power purchase agreements which reflect commercially robust risk allocation outcomes.

In providing advice, the Consultant will be required to work with the agency’s nominated technical and legal advisors.

The Consultant will be available over the term of the contract to provide economic, commercial and financial advice and support to OSE throughout each phase of the project delivery as required, including amongst other things, to: 

  • undertake detailed economic, commercial and financial analysis to develop a detailed business case and recommendations on the project delivery approach; 
  • construct public sector comparators (PSC) consistent with Government guidelines; 
  • assist in developing commercial terms to be included in an Expression of Interest (EOI) for release to the market which reflect prudent and commercially defensible risk allocation;  
  • assist in developing tender documentation for market engagement; 
  • provide advice to support tender assessment processes; and,
  • contribute to and provide advice on contract development and negotiations in consultation with the agency and other stakeholders. 

The Consultant will work with DITT, its advisors, and other Northern Territory Government agencies and corporations, as required, and be available for the term of the contract (24 months with a Northern Territory option to extend by 12 months) to provide the advice.
