To increase the quality of alternative education programs and outcomes for students in the NT, the Department of Education is seeking a Consultant to undertake a project to deliver a quality standards framework for alternative education programs delivered in the NT. The Consultant will deliver:

·         an evidence base to define what best practice looks like in alternative education (sourced from academic literature, policy documents, stakeholder consultations and the findings from a series of school consultations);

·         an evaluation framework (to enable performance and outcomes to be measured and monitored); and

·         a Quality Standards Framework resource for alternative education programs delivered in the NT (to provide mainstream schools and program providers an understanding of what high quality looks like and measures of success).

The Consultant must demonstrate possession of the required capabilities and commence the project seven (7) days after the award date, this will include consultations with all relevant internal and external stakeholders across Darwin, Palmerston and Rural, Arnhem, Barkly, Alice Springs and Katherine Regions (in person or by teleconference/videoconference).

Dependent on the award date, the department will require the deliverables including the final report to be delivered in draft by no later than December 2020 with the final version of the Framework delivered in January 2021.
